About the Chair

Mike Quigley is the Chair of the Transparency Caucus and a member of the U.S. House of Representatives, representing the 5th District of Illinois. Before being elected to Congress on April 7th, 2009, he was a member of the Cook County Board of Commissioners, earning a reputation as a tough reformer. While on the Cook County Board, Quigley wrote several revolutionary memos laying out detailed plans for the "reinventing" of Cook County government, to make it more efficient and more responsive to its citizens.

In Washington, Rep. Quigley introduced the Transparency in Government Act, H.R. 4505, which would make a host of changes to improve Congressional transparency, including publicly posting all earmark requests to the Internet, posting all public hearings and schedules, all votes, and the full text of legislation for at least 72 hours prior to a vote.

Rep. Quigley announced the formation of the House Transparency Caucus in May 2011.
